Expressions of Legislative Sentiment recognizing:
(1-2) Kathy Littlefield, of Waldo, longtime first selectperson in the Town of Waldo, on her retirement from the Select Board after having served for 53 years, serving most of those years as Chair. Ms. Littlefield is believed to be the longest serving elected municipal official in Maine. She was the founding member of the Waldo County Selectmen's Association in 2003 and a member of the State Board of Environmental Protection for 8 years, member of the Waldo County Budget Committee for 12 years, member of the Waldo County Jail Committee and member of the Maine Municipal Association Advisory Committee. She was an active voice on the association's 70-member Legislative Policy Committee from the 1990s onward. She was a founding member of the group that played a key role in pushing for local control to be incorporated into Maine's Constitution. In 2017, she was awarded the Ethel N. Kelley Memorial Award by the Maine Municipal Association, which recognizes distinguished community service and is considered the association's most prestigious annual award. We extend our congratulations and best wishes;

(1-3) Shirley Caler, of Waldo, on her retirement from the Select Board of the Town of Waldo after 30 years of service. Ms. Caler was instrumental in the expansion of broadband in the town, with scholarship formation and administration and in regaining the land and the building where the current town office and community center are located. Ms. Caler was a member of the parent organization of the Rena Whitney Scholarship Fund, which was named for a longtime resident and land donor who enabled the town to place a sand shed in the back of the town office and have a high-quality ballfield. Ms. Caler was also a member of Here's Waldo Days, now the Waldo Boosters. We extend our congratulations and best wishes;

Joint Resolutions in Memoriam:
WHEREAS, the Legislature has learned with deep regret of the death of:
(4-22) the Honorable Norman E. Weymouth, of West Gardiner. Mr. Weymouth taught Civics at Gardiner Area High School for 25 years and served on the Select Board of Manchester for over a decade. He served in the Maine House of Representatives in the 110th, 111th, 112th and 113th Legislatures, representing the towns of Farmingdale, Litchfield, Randolph and West Gardiner, and he served in the Maine Senate in the 114th Legislature, representing the towns of Farmingdale, Gardiner, Litchfield, Manchester, Monmouth, Pittston, Randolph, Readfield, Wayne, West Gardiner, Winthrop and Whitefield. While in the House and Senate, his committee work included Election Laws, Public Utilities, Fisheries and Wildlife and Housing and Economic Development. Mr. Weymouth will be long remembered and sadly missed by his wife, Adelaide, and his family, friends and community;

(4-26) Paul DeWitt Colbath, Jr., of Waldoboro. Mr. Colbath was a veteran of both the United States Coast Guard and the United States Army. He served in Korea for a year. He went on to work at Ohio Edison Company in Warren, Ohio and, for eleven years, as an auto mechanic. Moving to Bridgton, he worked as a cook at Bridgton Academy and at several restaurants and worked as a cook/supervisor at Stephens Memorial Hospital for fifteen years. He also operated for a time a drive-through coffee and breakfast business in Bridgton. Later in life, Mr. Colbath and his wife, Linda, moved to Waldoboro, where he brought joy by cooking for family and friends. Mr. Colbath will be long remembered and sadly missed by his family, friends and community;

(4-27) Eunice Ann Mercier, of Gardiner. Ms. Mercier lived and worked in the Augusta area her entire life. She worked for the State of Maine at the Public Health Laboratory and for Augusta General, retiring in 1990 after 28 years of service. In her retirement, she volunteered at the Augusta Food Bank. Ms. Mercier will be long remembered and sadly missed by her family, friends and community;

WHEREAS, the Legislature has learned with deep regret of the death of:
(4-28) Ralph P. Buzzell, formerly of Gardiner. Mr. Buzzell served in the United States Air Force from 1952 to 1956, during the Korean War, as a flight crew chief. He was stationed in Japan for 18 months. After his military service, he worked as an insurance industry professional for Kemper and Worcester Mutual, retiring from The Hanover Insurance Group in Portland in the mid-1990s. His career took him to Massachusetts and Connecticut. In 1969 he and his wife Harriet moved from North Haven, Connecticut and settled in Gardiner to raise their family. Together, they served their community by volunteering at the Winter Street Baptist Church, at the Gardiner Food Bank and at their retirement community, Shady Oaks, in Zephyrhills, Florida, where they resided six months of the year for 20 years. Their time in Florida was spent developing many dear friendships and enjoying the loving fellowship at the Temple Baptist Church in Dade City, Florida. Mr. Buzzell will be long remembered and sadly missed by his family, friends and community;

(4-30) Marion Louise Thomas, of Gardiner. Ms. Thomas was employed by Health-Tex as a stitcher before she worked in the company's office as Payroll Clerk. She also worked at TW Dick Steel Company as Accounts Receivable Bookkeeper and Credit Manager and at Williams Construction Company as Accounts Payable Bookkeeper. She was active in many groups and clubs in the area, holding various offices in most of them, including the Gardiner Emblem Club, Four Leaf Clover Senior Citizens Club of Gardiner, Red Hat Society, Rubies Cuties Chapter, AARP Chapter 511 and Maine General Medical Center Auxiliary. She volunteered in the Hospital Gift Shop for many years. She also was a longtime member of the National Association of Women in Construction, traveling with them throughout the United States for conventions and conferences representing the Maine State Chapter #276. In 2023, she was honored with a scholarship in her name for high school students entering the construction and engineering fields. Ms. Thomas will be long remembered and sadly missed by her family, friends and community;

JOINT RESOLUTION
RECOGNIZING JUNE 2025 AS PRIDE MONTH
WHEREAS, the Stonewall riots that began on June 28, 1969 sparked the LGBTQ rights movement in the United States; and
WHEREAS, during these riots, LGBTQ citizens, led by transgender women of color, rose up and resisted police harassment that arose out of discriminatory criminal laws that have since been declared unconstitutional; and
WHEREAS, in the decades since the Stonewall riots, Pride celebrations have taken place around the country every June to commemorate this historic turning point for the LGBTQ community; and
WHEREAS, following the 1984 murder of Charlie Howard, a young gay man in Bangor, LGBTQ Mainers came together to form the Maine Lesbian/Gay Political Alliance, now known as EqualityMaine; and
WHEREAS, in 1993, the Maine Civil Rights Act was amended to include explicit protections for LGBTQ people, ensuring the law served to protect against bias-based threats, harms and hate crimes; and
WHEREAS, as a national leader for LGBTQ equality, Maine has included protections for LGBTQ people in parentage and antibullying laws; and
WHEREAS, Maine has continued to improve access to relationship equality, passing laws that extend hospital visitation rights to same-sex couples in 1999, require health insurance companies to offer to employers coverage for domestic partnerships in 2001, extend inheritance rights and next of kin status for funeral and burial arrangements and conservator rights to same-sex and unmarried heterosexual couples in 2004 and include domestic partnerships in the law governing family medical leave in 2007; and
WHEREAS, the people of Maine voted to prohibit discrimination based on sexual orientation and gender identity in 2005 and in favor of marriage equality in 2012; and
WHEREAS, in 2014, Maine was the first state in the nation whose highest court ruled it unlawful for a school district to prohibit a transgender student from accessing the bathroom consistent with that student’s gender identity, interpreting for the first time amendments to the Maine Human Rights Act that expanded protections to include sexual orientation; and
WHEREAS, since 2018, Maine has added a nonbinary gender designation for state identification cards and birth certificates, prohibited transgender exclusions in health insurance plans, banned the harmful practice of conversion therapy and secured state-level benefits for veterans who were discharged from the military due to their sexual orientation or gender identity; and
WHEREAS, members of the LGBTQ community have served their neighbors and our State as Legislators and local elected officials, leading on countless issues important to the people of Maine; and
WHEREAS, despite years of progress, members of the LGBTQ community in the United States and around the world still face discrimination, violence and proposed rollbacks in state and federal protections, and bias-based crimes based on sexual orientation and gender identity are on the rise; and
WHEREAS, here in Maine there is a commitment to protecting the civil rights of LGBTQ Mainers and to treating all people fairly and equally and with dignity and respect; now, therefore, be it
RESOLVED: That We, the Members of the One Hundred and Thirty-second Legislature now assembled in the First Special Session, on behalf of the people we represent, take this opportunity to recognize June 2025 as Pride Month as we continue to work toward full equality for our LGBTQ family, friends and neighbors.

TO EXPRESS THE LEGISLATURE’S DEEPEST CONDOLENCES
ON THE DEATHS OF MINNESOTA REPRESENTATIVE MELISSA HORTMAN
AND HER HUSBAND MARK HORTMAN
WHEREAS, we have learned that targeted shootings of two Minnesota state lawmakers took place on the morning of Saturday, June 14, 2025; and
WHEREAS, Minnesota State Representative Melissa Hortman and her husband, Mark, were fatally shot inside their home in Brooklyn Park, Minnesota in the early morning; and
WHEREAS, Minnesota State Senator John A. Hoffman and his wife, Yvette, were also shot multiple times in an earlier attack allegedly by the same assailant, but Mr. Hoffman and his wife are expected to survive; and
WHEREAS, a suspect in the shootings has been apprehended; and
WHEREAS, both state lawmakers who were shot served critical roles in the Minnesota State Legislature, with Mrs. Hortman having served as Speaker of the Minnesota House of Representatives for a six-year period that ended this year and Mr. Hoffman, a fourth-term state senator, chairing the Senate Human Services Committee; now, therefore, be it
RESOLVED: That We, the Members of the One Hundred and Thirty-second Legislature now assembled in the First Special Session, pause in our deliberations to extend to you, the members of the Minnesota State Legislature, our deepest condolences for the deaths of your colleague State Representative Melissa Hortman and her husband, Mark, and we offer our prayers and wishes for the well-being of State Senator John Hoffman and his wife, Yvette; and be it further

OF JUNETEENTH ON JUNE 19, 2025
WHEREAS, for 158 years, Juneteenth National Freedom Day, also known as Emancipation Day, Emancipation Celebration, Freedom Day, Juneteenth Independence Day and Juneteenth, has been one of the most recognized African-American holiday observances in the United States; and
WHEREAS, Juneteenth commemorates the day freedom was proclaimed to all slaves in the South by Union General Gordon Granger, on June 19, 1865 in Galveston, Texas, more than 2 1/2 years after the signing of the Emancipation Proclamation by President Abraham Lincoln; and
WHEREAS, Juneteenth commemorates the determination of the first people from Africa, approximately 11,500,000 of whom survived the awful voyages across the Atlantic and who were brought to this country and enslaved in chattel slavery and whose descendants served as slaves for 200 years before the horrific institution of chattel slavery was abolished; and
WHEREAS, Juneteenth is the oldest known celebration commemorating the end of chattel slavery in the United States; and
WHEREAS, over a century after the Emancipation Proclamation and after years of informal annual celebration, Juneteenth was declared a federal holiday in 2021 by the President of the United States and the United States Congress; and
WHEREAS, "Until All are Free, None are Free" is an oft-repeated maxim that can be used to highlight the significance of the end of the era of chattel slavery in the United States; and
WHEREAS, Juneteenth became an official state holiday in Maine in 2022; and
WHEREAS, it is important to recognize the historical significance of Juneteenth in order to advance racial equity, human dignity and justice; now, therefore, be it

Expressions of Legislative Sentiment recognizing:
(1-1) Paula Thomas, of Manchester, for her over 35 years of public service with the State of Maine. Ms. Thomas worked for the Executive Branch from 1971 to 1976 and for a short time with the Department of Labor in 1992. In January 1993, she was hired as a Legislative Committee Clerk and served in that capacity until 1997. In November 1997, she became a Legislative Information Assistant and, in January 1999, a Stenographer in the House Majority Office. In June 2000, she began service as Executive Secretary for the House Majority Office, where she worked until December 31, 2024. We thank Ms. Thomas for her extensive service with the Executive Branch and the Maine State Legislature and offer her our best wishes;

Joint Resolutions in Memoriam:
WHEREAS, the Legislature has learned with deep regret of the death of:
(1-6) Irving J. "IJ" Pinkham, of Boothbay. Mr. Pinkham's teaching and coaching career began at Buckfield High School, where from 1969 to 1976 he taught math and history and coached various sports. In 1976, he began his tenure at Boothbay Region High School teaching math and coaching varsity boys basketball. He retired from teaching in 2017 but continued coaching for an additional three years. Mr. Pinkham holds the distinction of being the winningest coach in Maine boys' basketball history, with his teams achieving an extraordinary 659 victories. A pinnacle of his coaching career was leading the Boothbay Seahawks to the Class C State Championship in 2001. Some other professional accomplishments were his induction into the Maine Basketball Hall of Fame in 2016 and the Midcoast Sports Hall of Fame in 2017 and receiving the Wooden Award of Excellence from the Maine Basketball Hall of Fame in 2023. He was a Rotarian, receiving the Paul Harris Fellow award, volunteered at the Boothbay Region YMCA and coached summers at Hoop Camp. Mr. Pinkham will be long remembered and sadly missed by his family, friends and community;

WHEREAS, the Legislature has learned with deep regret of the death of:
(1-7) Francis "Franny" Gerald Willette, of Lincoln. Mr. Willette had a 38-year career with Lincoln Pulp and Paper, retiring in 2004. He is well known in the area for owning 102 vehicles over the course of his life. Mr. Willette will be long remembered and sadly missed by his family, friends and community;

WHEREAS, the Legislature has learned with deep regret of the death of:
(1-8) Joan Frances Sturmthal, of Hallowell. A proud Democrat and advocate for progressive causes, Mrs. Sturmthal worked tirelessly for the betterment of her community. She lobbied in Augusta on behalf of the ACLU and was employed by the Maine Council on Aging. Her contributions to Hallowell were many: she served on the City Council, supported the Stevens Commons development project financially, participated in a book club for over two decades and was a familiar face at the information booth during Old Hallowell Days. Mrs. Sturmthal will be long remembered and sadly missed by her family, friends and community;

A woodworker, he enjoyed making custom furniture. He worked at Abbott Laboratories. Mr. Fickett will be long remembered and sadly missed by his family, friends and community;
